Alfred Woden is the leader of the Inner Circle, a secret society that has been pulling strings in New York for generations. In Max Payne 2, Max visits Woden at his mansion after escaping the hospital. Woden reveals that Vladimir Lem is the mastermind behind the Cleaners, using them to eliminate his opposition in order to take over both the Inner Circle and New York's criminal underworld. Woden also reveals that he indirectly caused the deaths of Max's family five years prior by sending the Project Valhalla file to the district attorney's office to expose Nicole Horne's crimes, resulting in Max's wife, Michelle, accidentally discovering the file. Later, when Max and Mona arrive at Woden's mansion to save him from Vlad, Vlad kills Woden when the latter confronts him.

The rain hammered against the penthouse windows as Max Payne stepped into the dimly lit room. Alfred Woden sat in a leather armchair, his face half-shadowed, a glass of amber liquid in his hand. 'No, you came for answers. But answers have a cost. Are you willing to pay?' The clock ticked, and the city hummed below, a labyrinth of secrets and lies. Max knew this was just another turn in the maze. Outside, a siren wailed and faded, swallowed by the endless rain. Woden took a slow sip, his eyes never leaving Max's. 'You think you're chasing the truth,' he said, setting the glass down with a soft clink. 'But the truth has been chasing you.'
